72ce4958a8 feat(core): Allow agent evals in queue mode (no-changelog) 
Remove the queue-mode refusals from the agent eval runner and the eval
agent execution service. Eval workflow tools run in-process, so queue mode
is now safe. The startup sweep of interrupted runs still skips queue mode.

d1b2db7098 feat(core): Run eval workflow tools in-process (no-changelog) 
Eval-instrumented workflow tools now run their sub-execution through
`executeWorkflow()` on the main instance. They no longer use
`WorkflowRunner`, which can send the run to a queue worker.

A worker does not have the eval mock closure. The in-process path keeps
the mock in place by construction.

d7f054d2e3 feat(core): Add project and additional-data options to executeWorkflow (no-changelog) 
Add `parentProjectId` and `configureAdditionalData` to
`ExecuteWorkflowOptions`. Make `parentWorkflowId` optional.

A caller without a parent workflow can now run a sub-workflow. The caller
passes a project ID for the policy check. The caller can also change the
additional data before the run starts. No caller uses these options yet.
