In encode-to-linear conversions, LUT entries should be uniformly
distributed across the input range: non-linear encodings are already
approximately perceptually uniform, so every input code carries the same
weight. A fixed count per region does the opposite, concentrating
entries on the darker values and leaving few for the bright end, whereas
halving distribution spaces all 256 entries uniformly. This holds for
any encoded input, so remove the PQ/sRGB condition from commit
"drm/amd/display: use halving distribution for PQ/sRGB linearizing LUT"
and apply halving to all encode-to-linear operations
(pre-defined TF or user LUTs).
It fixes the following IGT kms_colorop subtests:
- plane-XR30-XR30-srgb_inv_eotf_lut-srgb_eotf_lut
- plane-XR30-XR30-gamma_2_2-gamma_2_2_inv-gamma_2_2

When linearizing, the input is an encoded signal bounded to [0,1] and
PQ/sRGB EOTFs are steepest near 1, requiring more precision near the
bright end.
Take the 8-bit sRGB case as a reference: 256 possible inputs and 256 HW
LUT points line up, so the LUT acts as plain indexing. Float
representations don't land perfectly, but LERP-ing between two HW
entries, when input is within a small epsilon of one of them, doesn't
materially change the result.
Replace the uniform 12-region distribution (16 points each,
192 total, range [2^-12, 1]) with a 9-region halving distribution for
the PQ/sRGB pre-defined EOTF: 128 points in the top region [0.5, 1], 64
in the next, 32 in the next, and so on, down to 1 point in each of the
two darkest regions. Total samples grow from 192 to 256, with uniform
1/256 spacing across [0, 1]. The dark tail below 2^-9 is no longer
sampled separately, which is acceptable for PQ/sRGB.

cm3_helper_translate_curve_to_degamma_hw_format() reads one tf_pts entry
per HW LUT point, limiting the number of samples per region to
NUMBER_SW_SEGMENTS (16, at seg_distr[k] = 4) - higher seg_distr[k]
underflows the increment to 0. But the next patch introduces a halving
distribution for PQ/sRGB EOTFs that requires up to 128 samples in its
upper region (seg_distr[k] = 7).
As preparation, extend the loop index by 4 bits and linearly interpolate
adjacent tf_pts entries with the new interp_tf_pts() helper, where the 4
least significant bits are weight in 1/16 increments. This raises the
cap to 256 samples per region (seg_distr[k] = 8). seg_distr[k] <= 4
paths remain unchanged: the 4 least significant bits remain zero and
interp_tf_pts() reduces to a direct lookup.

[Why]
Address signed/unsigned comparison warnings across dc paths to keep
builds warning-clean and improve type safety at comparison boundaries.
Most warnings came from signed loop/index temporaries compared against
unsigned counters and table sizes, plus a smaller number of mixed
signed/unsigned clock, bandwidth, and geometry comparisons.
[How]
Aligned iterator and temporary variable types with the semantic type
of the compared bounds. Used unsigned indices for loops bounded by unsigned
counters and table sizes, while retaining signed types where values are
semantically signed or participate in arithmetic that may legitimately go
negative. Where mixed signed/unsigned comparisons are intentional, applied
explicit boundary casts or guarded comparisons instead of broad type
changes.
No functional behavior changes are intended; this is a warning-resolution
and type-alignment cleanup.

Some shimmer/colorful points appears when using the steamOS color
pipeline for HDR on gaming with DCN32. These points look like black
values being wrongly mapped to red/blue/green values. It was caused
because the number of hw points in regular LUTs and in a shaper LUT was
treated as the same.
DCN3+ regular LUTs have 257 bases and implicit deltas (i.e. HW
calculates them), but shaper LUT is a special case: it has 256 bases and
256 deltas, as in DCN1-2 regular LUTs, and outputs 14-bit values.
Fix that by setting by decreasing in 1 the number of HW points computed
in the LUT segmentation so that shaper LUT (i.e. fixpoint == true) keeps
the same DCN10 CM logic and regular LUTs go with `hw_points + 1`.

When DML2 was introduced, it targeted only new DCN versions. For
controlling which ASIC should use this new version of DML, it was
introduced the using_dml2 attribute. To avoid ambiguities, this commit
explicitly sets using_dml2 to false in all ASICs that do not support
DML2.
