Rick Gale 72ce4958a8 feat(core): Allow agent evals in queue mode (no-changelog) ... Remove the queue-mode refusals from the agent eval runner and the eval agent execution service. Eval workflow tools run in-process, so queue mode is now safe. The startup sweep of interrupted runs still skips queue mode.
