ci: Install root typescript for the workflow scripts test job 
The job sweeps scripts/*.test.mjs into the .github/scripts test run but
installs only the .github/scripts dependencies. env-vars-manifest.mjs
imports typescript, so its test failed with ERR_MODULE_NOT_FOUND.
Install just typescript at the repo root, pinned to the root
package.json version, so the suite keeps its scoped install.

ci: Attach an env vars manifest to GitHub releases 
Add scripts/env-vars-manifest.mjs. It scans every @Env declaration in
packages/ with the TypeScript compiler API and emits one JSON file with
the env var name, type, default, jsdoc description and deprecation
message. The docs site can ingest this file instead of maintaining the
env var tables by hand.

A new release workflow attaches the file to each GitHub release.
