f89bb173af feat: Sync the full node-cli scaffold, not just the example nodes
Extends the starter refresh to sync everything n8n-node new generates
at the project root (CI/publish workflows, .agents/, AGENTS.md,
CLAUDE.md, .gitignore, tooling config) instead of a hand-picked file
list, since that list already needed maintenance (ci.yml and
publish.yml were templated but excluded) and would keep needing it as
node-cli's shared template grows.

Syncing directories wholesale would have deleted starter-specific
extras living alongside templated files in the same directories
(.github/dependabot.yml, .github/workflows/ci-cla-check.yml,
.vscode/extensions.json) — caught by re-running the script against a
real clone before committing. Switched to a non-destructive merge for
anything outside the TEMPLATES' own syncDirs, which only the
template-owned nodes/credentials/icons directories still use.

416a4640d7 fix: Correct repo root resolution in starter scaffold script
repoRoot was resolving two directories up from the script (to
.github/), not three (to the actual repo root), so the node-cli bin
path it built never existed. Caught by running the script for real
against a clone of n8n-nodes-starter, which the in-memory smoke test
during development had bypassed by injecting the bin path directly.

ea0fa856cd ci: Refresh n8n-nodes-starter scaffold from node-cli templates
Builds @n8n/node-cli from source and regenerates n8n-nodes-starter's
example scaffold (nodes/Example, nodes/GithubIssues, credentials/,
icons/, shared tooling config) whenever the source templates change,
opening a PR on n8n-nodes-starter directly. Supersedes the
starter-side manual refresh workflow proposed in
n8n-io/n8n-nodes-starter#153, since the starter repo has no scaffold
logic of its own to maintain in parallel.
