The Agent Builder lists credentials with the credentials tool (action
list). The list_credentials tool is removed. The credentials list can
show personal credentials that an Agent cannot use, so the skill text
tells the builder to use the list only for inspection.

The Agent Builder asks the user questions with the ask_user tool. The
ask_questions tool is removed. ask_user reports the builder question
telemetry through the builder delegate while the thread has a selected
Agent.

Rename the Instance AI workflow tools to snake_case names. Workflow
building tools get the `workflow_` prefix (`workflow_build`,
`workflow_executions`, `workflow_create_tasks`, and so on). Other tools
change only their separators (`ask_user`, `data_tables`, `mcp_servers`).
- Add `WORKFLOW_BUILDER_TOOL_NAMES` and the former names to
`LEGACY_BUILDER_TOOL_NAMES` in `@n8n/api-types`.
- Register the former names on each tool with `.legacyNames()`, so
stored checkpoints and replayed recordings still resolve.
- Resolve former names in the frontend labels and icons, the trace
categories, the trace replay index, conversation history search, and
the eval harness.
- Update the i18n keys, the skills, the prompts, and the docs.

Remove the `build-agent` sub-agent. The orchestrator now runs the Agent
Builder tools directly, so their cards and suspensions use the normal
orchestrator run.
- Add `agent_select`. It selects, creates, or adopts the target Agent and
persists it to the thread.
- Rename the builder tools to the `agent_` prefix (`agent_write_config`,
`agent_call`, `agent_publish`, and so on).
- Add `AGENT_BUILDER_TOOL_NAMES` and `LEGACY_BUILDER_TOOL_NAMES` to
`@n8n/api-types`. Stored threads keep the former names. The frontend,
the stream mapper, and the eval harness resolve them for display.
- Add the agents-module builder skills to the runtime skill source. The
orchestrator loads them with `load_skill`.
- Move the build instructions into the `agent-builder` skill.
- Remove the builder session threads, the parent handoff state, and the
sub-agent usage claims.
- Update the docs, the discovery evals, and the verifier prompt.

- Add Tool.legacyNames(). The runtime resolves a former tool name to the
current tool. A current name wins over the legacy name of another tool.
- The model never sees legacy names. When model output calls a legacy
name, the tool call repair changes the call to the current name.
- DeferredToolManager loads and hydrates a tool by its legacy name.
- Add extendRuntimeSkillSource(). It adds in-memory skills to a loaded
skill source. An added reference can name a base skill as its parent.
Nothing calls the new code yet.
