refactor(core): Address review feedback on Instance AI intent evals (no-changelog)
...
Use the exclude option on loadRuntimeSkillSourceFromDirectory instead of
a hand-rolled skill filter, dedupe the workflow/agent eval-case loaders
into a shared loadEvalCasesFromDir helper and drop the unreachable tier
param now that tier filtering lives in data/source.ts, and correct the
build-path log message from "Executing scenario" to "Running case".
