Wayne Lin 8cba48e7a8 drm/amd/display: Add SPL UPSP upsampling and YUV422 scaling support 
- Add YUV422/YUV444 pixel format definitions
- Handle YUV422 chroma scaling ratios
- Use separate horizontal and vertical viewport divisors
- Add UPSP upsampling register programming
- Refine tap selection for horizontally and vertically subsampled formats
