The TOC tree needs to use paths relative to the document containing
the maintainers-profile-toc directive. Fix it.
While here, address a warning from sashiko-bot, which points
that using partition can be problematic if the root Linux path
ends being something like:
foo/Documentation/linux/
causing the documentation dir to be at:
foo/Documentation/linux/Documentation
Very unlikely, but fixing it is trivial: just use regex to
pick the last one.
Notice that I dropped the comment about using os.fspath() as
the logic already uses os.path.abspath() which should work
equally well.

Currently, there is a "P" entry for Rust pin-init that is
neither a valid ReST file inside Documentation nor an URL.
A proper fix is to either convert/move the file or point to
a URL. Yet, the parser should be able to pick what's there and
show on its output.
Add a logic to produce a warning when this happens.

The maintainers table is big. Add a javascript to allow filtering
it. Such script is only added at the page which contains the
maintainers-include tag.
I opted to keep the search case-sensitive, as, this way,
upper case searches at subsystem.

building docs with SPHINXDIRS=process is too noisy, as it
generates lots of undefined refs. Fixing it is easy: just let
linkify generate html URLs for the broken links when SPHINXDIRS
is used.

Instead of one big __init__ code, split the MaintainersParser
code in a way that the state machine remains on __init__, but
the actual parser for descriptions and subsystems are moved
to separate functions.
To make parser easier, instead storing parsed results on a list,
place them directly on a string.
That granted 15% of performance increase(*) with Python 3.14 and
made the logic simpler.
(*) measured by creating a new directory under Documentation/,
and placing justmaintainers.rst and an index file there,
building it via sphinx-build-wrapper.

os.path.relpath() will do the wrong thing with O=dir, as the build
system uses "cd <dir>" internally.
Solve it by using app.srcdir, which, on normal cases, point to
Documentation/, or, when SPHINXDIRS=process, it will be set with
Documentation/process.
While here, remove a dead code while writing maintainer profiles,
as now all entries should have both profile and entry.

There are three "types" of profiles:
1. Profiles already included inside subsystem-specific documentation.
This is the most common case;
2. Profiles that are hosted externally;
3. Profiles that are at the same location as maintainer-handbooks.rst.
For (3), we need to create a TOC, as they don't exist elsewhere.
Change the logic to create TOC just for (3), prepending the
content of maintainer-handbooks with a sorted entry of all types,
before the TOC.
With such change, we can have an unique sorted list of profiles,
having the subsystem names used there listed.

When a maintainer's profile is stored outside process, they're
already included on some other book and the name of the filesystem
may not be there. That's why the logic picks the name from the
subsystem's name.
However, files directly placed together with maintainers-handbooks.rst
(e.g. under Documentation/process/) is a different history: those
aren't placed anywhere, so we can keep using their own names,
letting Sphinx do his thing.

The ErrorString() and SafeString() docutils functions were helpers meant to
ease the handling of encodings during the Python 3 transition. There is no
real need for them after Python 3.6, and docutils 0.22 removes them,
breaking the docs build
Handle this by just injecting our own one-liner version of ErrorString(),
and removing the sole SafeString() call entirely.

The kernel build system as a whole is dropping support for Python 2, so we
should do the same. The effects are rather small, especially considering
that much of the deleted code was not doing anything under any version of
Python anyway.

In order to have the MAINTAINERS file visible in the rendered ReST
output, this makes some small changes to the existing MAINTAINERS file
to allow for better machine processing, and adds a new Sphinx directive
"maintainers-include" to perform the rendering.
Features include:
- Per-subsystem reference links: subsystem maintainer entries can be
trivially linked to both internally and external. For example:
https://www.kernel.org/doc/html/latest/process/maintainers.html#secure-computing
- Internally referenced .rst files are linked so they can be followed
when browsing the resulting rendering. This allows, for example, the
future addition of maintainer profiles to be automatically linked.
- Field name expansion: instead of the short fields (e.g. "M", "F",
"K"), use the indicated inline "full names" for the fields (which are
marked with "*"s in MAINTAINERS) so that a rendered subsystem entry
is more human readable. Email lists are additionally comma-separated.
