docs: maintainers_include: clean most SPHINXDIRS=process warnings
building docs with SPHINXDIRS=process is too noisy, as it generates lots of undefined refs. Fixing it is easy: just let linkify generate html URLs for the broken links when SPHINXDIRS is used.
