gpio: cdev: return EOPNOTSUPP when HTE is unavailable

Map hte_ts_get() -ENODEV to -EOPNOTSUPP so userspace sees the same
errno as when CONFIG_HTE is disabled or EVENT_CLOCK_HTE is unsupported.
