drm/amdgpu: Set chicken bit for gfx_v12.1 xnack

For xnack on, set TCP_PERFCOUNTER_FILTER.COMPRESSION_ENABLE to 1
For xnack off, set TCP_PERFCOUNTER_FILTER.COMPRESSION_ENABLE to 0
