A wait declaration now says which resume request can end it, not only whether one can. `resumeBinding` replaces `acceptsResumeRequest`: an execution-bound wait accepts a token that names its execution, and a step-bound wait accepts only a token that names its step. A deadline wait without a binding ends at its deadline only. The shim declares every request-accepting wait execution-bound, because the Wait node takes `$execution.resumeUrl`, which names the execution.
