Jose 0e67457b86 ci(core): Coerce timeout_minutes input to number via fromJSON ... workflow_dispatch CLI inputs (-f timeout_minutes=90) arrive as strings even when declared type: number, and timeout-minutes: requires an integer literal. fromJSON() handles both string-from-CLI and number-from- workflow_call paths.
