Riqwan Thamir 2433f2cd2e refactor(core): Remove Instance AI orchestration delegate tool (no-changelog) ... Squash-merge PR #33556 into test-discovery-agents. Drops the generic delegate orchestration tool, subAgentMaxSteps setting, and DelegateCard UI while keeping discover-workflow-context via a shared sync-sub-agent helper.
