Squash of the hackmation/worker-pools branch (PR #32975), replayed verbatim onto master. Contains pool-based execution routing, project/workflow pool settings, worker pool UI, and the rollout feature flag. Everything else needed to land on current master is isolated in the next commit, so this one can be diffed directly against the reviewed state of #32975.
