Resolves the one conflicting hunk in AgentBuilderView.test.ts. Master's #36076 rewrote the same block to drive the debounce with advanceTimersByTimeAsync, which reaches the assertion more directly than the shape it replaced — kept as master wrote it. The wait before the emit is orthogonal and still needed: the toggle handler no-ops until the agent resolves, so without it the emit is dropped and there is nothing left for any timer to advance.
