poc: add @n8n/regex-engine-pcre2, a PCRE2 wasm regex engine

A synchronous, budget-bounded PCRE2 regex engine compiled to WebAssembly,
buildable in this monorepo and consumable as a standalone open-source package.

- Compile-time PCRE2 options and JS-compat flags are runtime-configurable via
  createPcre2RegexEngine(options); pure PCRE2 is the default, every JS-compat
  behavior is opt-in.
- Reproducible wasm build (Docker-first, local emcc fallback), CI-checked for
  drift against the committed binary. Optimized build (-O3, LTO, closure,
  no exceptions/longjmp): wasm 848KB -> 346KB, JS glue 138KB -> 21KB.
- PCRE2 and rust-regex vendored as pinned git submodules; a verify-tag script
  checks PCRE2's GPG-signed release tags before a version bump.
- Test corpus rebuilt for size and provenance: minified, tuple-encoded,
  deduped, deduplicated subject strings, genericized naming, and scrubbed of
  internal/company-identifying content ahead of open-sourcing.
