Jaakko Husso fa11244c70 refactor(core): Remove the Assistant run lifecycle leftovers (no-changelog) ... The Agents runtime owns turn liveness, cancel and suspensions, so remove: background tasks and their task-control relay, the liveness service and policy, the resumable stream executor and stream runner, the run debug buffer and endpoints, the shutdown drain, terminal outcome replay, and the in-process discovery evals.
