The Operations section gets one Observability link in place of the Log
streaming and OpenTelemetry links. The new overview page lists both as
rows with their current state. The two module pages nest under the
overview route, so the Observability link stays active while a page is
open, and the old flat paths redirect to the nested ones.
A module route can set meta.parentRouteName to nest under a shell route.
The AuthenticationBackLink becomes the shared SettingsBackLink.

Lists every settings link under a heading: Personal, People & access, AI, Integrations, Security, Operations and Usage & billing. Plan & usage moves to the last section. Chat moves to the end of the AI section.
Renames three pages: Personal becomes Profile & preferences, Usage and plan becomes Plan & usage, and Security & policies becomes Policies.
Shell links now number 10, 20, 30, ... inside each section.
Lists the settings sidebar and the floating settings menu under five headings: People & access, AI, Integrations, Security and Operations. Usage and plan and Personal stay above the first heading.
Adds an optional `section` to `IMenuSettingItem` so modules place their settings page. `order` now sorts inside the section.
