fix(core): Decouple data table scope from Instance Settings 
Custom instance roles could only grant dataTable:list (needed for the
aggregate data-tables-global endpoint used on Overview and the Data
Tables tab) by also granting the unrelated Instance Settings bundle
(SAML, LDAP, security policies, source control, etc). This gives
dataTable:list its own group in the custom role editor, independent
of Instance Settings.

Also hardens the frontend to skip the aggregate fetch (instead of
showing an error toast) when a role genuinely lacks the scope.
