feat(editor): reveal credential selection checkbox on hover 
Wrap CredentialCard in SelectableCard so the selection checkbox appears on
hover (or when a selection is active), matching the workflows list. Give the
SelectableCard wrapper full width so cards still fill the RecycleScroller row.

feat(editor): move select-all into filters row and simplify label 
Place the select-all checkbox on the same line as search/sort via the
list-controls slot (left-aligned on both workflows and credentials), and
use a single "Select all" label on both pages.

feat(editor): use single Bulk actions dropdown in selection bar 
Replace the "up to N buttons + overflow" selection bar with a single
"Bulk actions" dropdown listing every available action, alongside
"Clear selection". Move the workflows "select all" checkbox next to the
search/sort controls, and route the credentials select-all through the
new list-controls slot on ResourcesListLayout.
