ci: Skip the scoped cli integration step when the DB matrix runs

The DB matrix's SQLite Pooled leg runs the full cli integration suite
with the same command and environment as the scoped step in the unit
workflow. Skip the scoped step on those runs. Master runs keep the
default and do not change.
