fix(core): Drop the unused Assistant memory table before its threads table (no-changelog)

The migration that moves Assistant threads to the Agents runtime now also drops instance_ai_observational_memory.
That table is unused and has a foreign key to instance_ai_threads, so the threads table could not be dropped cleanly.
