ci: Clear boundaries deps and type-only imports (no-changelog)

Burns down more of the turbo boundaries baseline:

- Declare three real-but-undeclared deps where they are used: `vite`
  (@n8n/scheduler vite.config), `@lezer/javascript` (codemirror-lang-html
  grammar test), `type-fest` (editor-ui global shim).
- Convert five type-only imports from type-declaration packages to
  `import type` (`express` Response in the Form node utils/tests, `json-schema`
  JSONSchema7 in useToolParameters).

Baseline lowered 795 -> 787.
