Add constants and callback functions for the dwmac on RV1126 soc. As can be seen, the base structure is the same, only registers and the bits in them moved slightly. Because the gmac driver does not know whether pinctrl is configured with m0 or m1 at this time, so we configure the delayline of m0 and m1 at the same time.
