Patryk fixes an issue where we recalculate vectors left and vectors wanted but do not take into account the reduced number of queue pairs per VSI. Harshitha adds tx_busy stat to ethtool stats to track the number of times we return NETDEV_TX_BUSY to the stack during transmit.
