Algea Cao 398ca12148 phy: rockchip-samsung-hdptx-hdmi: Implement phy clk enable/disable callback function ... If set dclk to the same frequency as before, the set_rate callback won't be called. Hdmi phy is not configured correctly. So hdmi phy must be configured in the clk enable callback.
