Expose debug capabilities in the KFD topology node's HSA capabilities and
debug properties flags.
Ensure correct capabilities are exposed based on firmware support.
Flag definitions can be referenced in uapi/linux/kfd_sysfs.h.

Introduce the GPU debug operations interface.
For ROCm-GDB to extend the GNU Debugger's ability to inspect the AMD GPU
instruction set, provide the necessary interface to allow the debugger
to HW debug-mode set and query exceptions per HSA queue, process or
device.
The runtime_enable interface coordinates exception handling with the
HSA runtime.
Usage is available in the kern docs at uapi/linux/kfd_ioctl.h.

OpenGL EXT_robustness extension expects the driver to stop reporting
GUILTY_CONTEXT_RESET when the reset has completed and the GPU is ready
to accept submission again.
This commit adds a AMDGPU_CTX_QUERY2_FLAGS_RESET_IN_PROGRESS flag,
that let the UMD know that the reset is still not finished.

For GFX11, the UMD needs to allocate some shadow buffers
to be used for preemption. The UMD allocates the buffers
and passes the GPU virtual address to the kernel since the
kernel will program the packet that specified these
addresses as part of its IB submission frame.

This info would be used by radv to figure out when we need to
split a submission into multiple submissions. radv currently has
a limit of 192 which seems to work for most gfx submissions, but
is way too high for e.g. compute or sdma.

Add the QAIC driver uapi file and core driver file that binds to the PCIe
device. The core driver file also creates the accel device and manages
all the interconnections between the different parts of the driver.
The driver can be built as a module. If so, it will be called "qaic.ko".

In my previous commit 0349b8779c ("sched: add new attr TCA_EXT_WARN_MSG
to report tc extact message") I didn't notice the tc action use different
enum with filter. So we can't use TCA_EXT_WARN_MSG directly for tc action.
Let's add a TCA_ROOT_EXT_WARN_MSG for tc action specifically and put this
param before going to the TCA_ACT_TAB nest.

I relicensed Netlink spec code to GPL-2.0 OR BSD-3-Clause but
we still put a slightly different license on the uAPI header
than the rest of the code. Use the Linux-syscall-note on all
the specs and all generated code. It's moot for kernel code,
but should not hurt. This way the licenses match everywhere.

The user might want to stall/resume engines to perform power testing
for various scenarios. Because our current
HL_CS_FLAGS_ENGINE_CORE_COMMAND command only handles the engines' cores,
we need to add another opcode for handling entire engine and not just
its core.
The user supplies an array, where each entry holds the engine's ID and
the command to send to the engine. The size of the array is limited
by the number of engines in the ASIC (only Gaudi2 is currently
supported).

In order to allow TPC engines to raise an assert, we must expose
the relevant MSIX interrupt to the user so he will configure the engine
correctly. In addition, we implement the corresponding interrupt
handler that will notify the user upon such an event.

In order for engine cores to raise interrupts towards FW, They need
to know which register the event data should be written to.
Hence, we forward the relevant scratchpad register received during
dynamic regs handshake with FW.

I was intending to make all the Netlink Spec code BSD-3-Clause
to ease the adoption but it appears that:
- I fumbled the uAPI and used "GPL WITH uAPI note" there
- it gives people pause as they expect GPL in the kernel
As suggested by Chuck re-license under dual. This gives us benefit
of full BSD freedom while fulfilling the broad "kernel is under GPL"
expectations.

Currently user space utilizes dev info ioctl to grab the info of a
certain devid, this includes its device uuid. But the returned info is
not enough to determine if a device is a seed.
Commit a26d60dedf ("btrfs: sysfs: add devinfo/fsid to retrieve actual
fsid from the device") exports the same value in sysfs so this is for
parity with ioctl. Add a new member, fsid, into
btrfs_ioctl_dev_info_args, and populate the member with fsid value.
This should not cause any compatibility problem, following the
combinations:
- Old user space, old kernel
- Old user space, new kernel
User space tool won't even check the new member.
- New user space, old kernel
The kernel won't touch the new member, and user space tool should
zero out its argument, thus the new member is all zero.
User space tool can then know the kernel doesn't support this fsid
reporting, and falls back to whatever they can.
- New user space, new kernel
Go as planned.
Would find the fsid member is no longer zero, and trust its value.

Exports a DMA buf fd of a given KFD buffer handle. This is intended for
being able to import KFD BOs into GEM contexts to leverage the
amdgpu_bo_va API for more flexible virtual address mappings. It will
also be used for the new upstreamable RDMA solution coming to UCX and
RCCL.
