A small change to improve type safety/const correctness.
__COMPAT_read_enum() already has const string parameters.
It fixes a warning when using the header in C++ code:
error: ISO C++11 does not allow conversion from string literal
to 'char *' [-Werror,-Wwritable-strings]
That's because string literals have type char[N] in C and
const char[N] in C++.

- Don't trigger fatal error when some enums are missing from kernel BTF.

Receive tools/sched_ext updates form https://github.com/sched-ext/scx to
sync userspace bits:
- scx_bpf_dump_header() added which can be used to print out basic scheduler
info on dump.
- BPF possible/online CPU iterators added.
- CO-RE enums added. The enums are autogenerated from vmlinux.h. Include the
generated artifacts in tools/sched_ext to keep the Makefile simpler.
- Other misc changes.
