Add the skeleton for a media controller centric V4L2 driver for the
Rockchip Camera Interface (CIF).
The skeleton features support for the PX30 Video Input Processor (VIP)
and the RK3568 Video Capture (VICAP) unit.

Do some adjustments at the per-vendor Kconfig, adding a comment at
the beginning in order to identify the manufacturer, and adjust
a few entries to make them look more uniform.

As there are 4 manufacturer's directories with multiple sources
(qcom, rockchip, sti and sunxi), move the sources from
platform/Kconfig to their specific Konfig files.
