net/mlx5e: Rename hwstamp functions to hwtstamp

Browse Source 
Rename mlx5e_hwstamp_set/get() functions to mlx5e_hwtstamp_set/get()
to better reflect that these functions handle hardware timestamping,
not just hardware stamping.
