net: dsa: microchip: implement port_hsr_join for KSZ9477 only
All switches implement the optional .port_hsr_join operation while only the KSZ9477 truly supports it. Remove the common port_hsr_join implementation. Replace it with a specific implementation for the KSZ9477 case.
