drm/amd/display: Restructure DMI quirks

[Why]
DMI quirks are relatively big code that makes amdgpu_dm 200 lines
larger.

[How]
Move DMI quirks into a dedicated source file and make all quirks
variables for `struct amdgpu_display_manager`.
