buffer: Convert __block_write_full_folio to __bh_submit()

Browse Source 
Avoid an extra indirect function call by using __bh_submit() instead
of submit_bh_wbc().  Since there is only one caller of submit_bh_wbc()
left, inline it into submit_bh().
