soc: qcom: Add QTI PBS driver

QTI PBS (Programmable Boot Sequence) driver helps triggering
certain PBS on Qualcomm Technologies, Inc. (QTI) PMICs when
available for APPS.

This is a snapshot taken as of msm-5.10
commit fc86192fc393 ("soc: qcom: qpnp-pbs: add an API to trigger
single PBS event").
