drm/amdkfd: Set SDMA_RLCx_IB_CNTL/SWITCH_INSIDE_IB

When submitting MQD to CP, set SDMA_RLCx_IB_CNTL/SWITCH_INSIDE_IB bit so
it'll allow SDMA preemption if there is a massive command buffer of
long-running SDMA commands.
