drm/xe/pf: Allow to control scheduling priority using debugfs

Browse Source 
Add 'sched_priority' attribute that will represents the scheduling
prority of the VF or PF. Values {0,1,2} correspond to priorities
{LOW,NORMAL,HIGH} respectively.
