dt-bindings: hwmon: Add Eswin EIC7700 PVT sensor

Add device tree binding documentation for ESWIN EIC7700 Voltage and
Temperature sensor.

The EIC7700 SoC integrates two PVT instances for monitoring SoC and DDR
power domains respectively.
