platform/x86: intel/pmc: Relocate Tiger Lake PCH support
Create tgl.c for Tiger Lake PCH specific structures and init(). This file supports Tiger Lake, Elkhart Lake, Rocket Lake, Alder Lake mobile, Alder Lake N and Raptor Lake P platforms.
