staging: rtl8723bs: efuse_OneByteRead() -> rtw_efuse_one_byte_read()

Renames efuse_OneByteRead to rtw_efuse_one_byte_read in order to conform
to kernel coding style.

Discovered using the checkpatch.pl tool.
