ARM: dts: aspeed: Add Facebook Darwin (AST2600) BMC

Add initial device tree for the Meta (Facebook) Darwin AST2600 BMC.

Darwin is Meta's rack switch platform with an AST2600 BMC integrated for
health monitoring purpose.
