Revert "drm/amdgpu: Set default xnack mode for gfx_v12.1 A0/B0"

This reverts commit bfeb7b28e9.
Revert the rev 0x1 (B0) special case for IP_VERSION(12, 1, 0) that
forced noretry_default off. Align GFX12.1.0 with the GC >= 10.3.0
noretry default.
