sched: Clean up and standardize #if/#else/#endif markers in sched/cpupri.h

- Use the standard #ifdef marker format for larger blocks,
   where appropriate:

        #if CONFIG_FOO
        ...
        #else /* !CONFIG_FOO: */
        ...
        #endif /* !CONFIG_FOO */
