arm64: dts: rockchip: add the vdd_cpu regulator to rk3568-evb1-v10

The TCS4525 voltage regulator provides the vdd_cpu on the Rockchip
RK3568 EVB1. Add the device tree node and connect it to the CPU
nodes.
