fbdev: xilinxfb: Use FB blanking constants

Browse Source 
Fbdev and its drivers use FB_BLANK constants for controlling the
display's blanking state. Semantics differ to similar VESA blanking
constants.

Replace the VESA constant in xilinxfb with FB_BLANK.
