tcp: use tcp_reset_xmit_timer()
In order to reduce TCP_RTO_MAX occurrences, replace:
inet_csk_reset_xmit_timer(sk, what, when, TCP_RTO_MAX)
With:
tcp_reset_xmit_timer(sk, what, when, false);
