platform/chrome: cros_ec_chardev: Introduce rwsem for protecting ec_dev

Introduce a rwsem for protecting `ec_dev` to prevent Use-After-Free on
the `ec_dev`.

- Writers: In driver's probe() and remove().
- Readers: In file operations.
