usb: host: xhci-plat: build depends on ARCH_ROCKCHIP

When build with rv1106_defconfig, and enable at least the
following configs manually:

CONFIG_USB_XHCI_HCD=y
CONFIG_USB_XHCI_PLATFORM=y

size drivers/usb/host/xhci-plat.o

before:
   text    data     bss     dec     hex filename
   5570     376       4    5950    173e drivers/usb/host/xhci-plat.o

after:
   text    data     bss     dec     hex filename
   2898     376       4    3278     cce drivers/usb/host/xhci-plat.o
