clocksource/drivers/arm_arch_timer: Remove CONFIG_GENERIC_GETTIMEOFDAY ifdeffery

Now that there is a definition of VDSO_CLOCKMODE_ARCHTIMER
even if no vDSO is built, the ugly ifdeffery can be removed.
